Line ungreased 9 x 9 inch (22 x 22 cm) pan with first amount of graham crackers, cutting to fit. Set aside.
Combine next 4 ingredients in large saucepan. Bring to a boil on medium, stirring often. Reduce heat to medium-low. Simmer for 5 minutes. Remove from heat.
Add graham crumbs. Stir. Pour over crackers in pan.
Cover with second amount of graham crackers, cutting to fit. Let stand in pan on wire rack until cool.
Icing: Beat all 4 ingredients in small bowl until smooth, adding more water or icing sugar as necessary until spreading consistency. Spread evenly over graham crackers. Let stand, covered, for at least 6 hours or overnight until crackers are softened. Cuts into 36 squares.
